BOARD OF SELECTMEN MEETING

Tuesday, June 1, 2010

7:00 p.m.

 

The meeting of the Board of Selectmen was held at 7:00 pm in the Sharon Town Hall with Chairman Walter “Joe” Roach, Selectman Richard A. Powell and Selectman William A. Heitin.

 

LEN SEGAL: CANDIDATE FOR APPOINTMENT TO THE CABLE TV ADVISORY COMMITTEE

 

Mr. Segal said he has been living in Sharon for the past 36 years and he served as a Special Police Officer from 1979 – 1996.  He also served as a member of the Board of Directors of Sharon Community Television.  He said that he believes the competition is good and that Comcast should not have a monopoly in Sharon. 

 

APPROVAL OF MINUTES

 

VOTED: (Powell/Heitin) Voted unanimously to approve the Regular Session Minutes of April 27, 2010 and May 25, 2010

 

APPOINTMENT OF REGISTRAR OF VOTERS

 

VOTED: (Powell/Heitin) Voted unanimously to appoint Anne M. Carney as a Registrar of Voters for a term to expire on December 31, 2013

 

APROVAL OF TRASH AND RECYCLABLES COLLECTION FEE FOR FY2011, FY2012 and FY2013

 

Town Administrator Puritz explained that DPW Superintendent Hooper was asking the Board to approve the trash and recyclables collection fee for FY 2011, FY 2012, and FY 2013.  He said that Superintendent Hooper

had provided the Selectmen with two options for quarterly fees:

 

Option 1:

A flat fee of $54.00 per quarter for all three years

Option 2:

FY 2011 - $53.20 per quarter, FY 2012 $53.50 per quarter, FY 2013 - $55.00 per quarter

 

Selectman Powell asked how the rates would be impacted if the Town greatly increased its recycling because of the single stream recycling?  Town Administrator Puritz said that if the impact was that great the fees could be revisited.  The Selectmen discussed the two different options and decided to move forward with the flat fee option.

 

VOTED: (Heitin/Powell) Voted unanimously to approve a fee of $54.00 per quarter for FY 2011. FY 2012 and FY 2013 for trash and recyclables.

 

 APPOINTMENT OF ELECTION WORKERS

 

Chairman Roach recused himself because a member of his family is on the list

 

VOTED: (Powell/Heitin) Voted to appoint election workers as recommended by Town Clerk Marlene Chused with a term to expire September 30, 2011

 

APPROVAL OF BANNER REQUEST

 

VOTED: (Heitin/Powell) Voted unanimously to approve the banner request by the Adult Center/Council on Aging from June 16 – June 23 (1st position)

PROCLAMATION DECLARING JUNE 14TH FLAG DAY

 

Chairman Roach reviewed the Flag Day celebration schedule Selectman Roach read the proclamation declaring

June 14th Flag Day in the Town of Sharon.

 

VOTED: (Powell/Heitin) Voted unanimously to declare June 14th Flag Day in the Town of Sharon

 

Chairman Roach announced that the only residents who should call the DPW regarding the new recycling barrels are those who would like a 65 gallon barrel.  All the remainder of the Town residents will automatically receive at 96 gallon barrel.  He also announced that Hazardous Waste Day is scheduled for Wednesday June 9th from 3pm – 7pm.

 

Chairman Roach also announced that the Board of Selectmen will be holding a public hearing on June 15, 2010 at 7pm to discuss the speed bumps on East Foxboro Street ( in front of Deborah Sampson Park) and on Community Center Drive.

 

Town Administrator Puritz read letter from the terrorist screening center regarding Officer Mannetta’s work regarding a suspected terrorist.

 

VOTED: (Roach/Powell) Voted unanimously to enter into Executive Session for the purpose of discussion

Collective Bargaining, Real Property and Pending Litigation and at the end thereof to adjourn for the evening.

 

The Board adjourned to Executive Session at 7:20 p.m.
